Position Specific Responsibilities The Travel Clerk/Secretary performs a variety of clerical and supervisory efforts in relation to Defense Travel System procedures. This position uses subject-matter knowledge and judgment to complete assignments consisting of numerous steps varying in nature and sequence. Serve as the Defense Travel System (DTS) authority for Edgewood Chemical Biological Center-Rock Island and team members. Develop error-free traveler profiles, organizational data, reporting, budgetary, and document flow procedures in DTS. Manage the administrative setup structure within DTS and controls access to the major modules of DTS relevant to the access levels, i.e., organizational data and lines of accounting. Ensure system requirements and activities necessary to achieve the objectives are identified, met and resolved, including all technical, administrative and/or operational problems and conflicts. Develop and formalize clear, concise, error-free help desk policies, processes, and procedures for other Travel Clerks and government travelers. Review local policy and guidance as well as customer policy and guidance for changes in travel requirements, policies, procedures, and travel funding procedures. Perform independent research. Monitor functional aspects of the Defense Travel System and similar systems to ensure continued successful operation. Resolve systematic issues and/or problems involved in the software upgrades and connectivity, establishment of organizations, groups, routing list, and setup of user files. Initiate and process an average of three (3) senior level and/or advanced Defense Travel System Authorizations/Vouchers per week. Assist team mates with surge in travel requests or with travel-related issues. Monitor the processing and/or reviewing of team mates travel documentation and travel reports. Submit senior level Authorization Summary Report. Participate in bi-weekly global teleconference. Provide a written report on changes to the Travel process or upgrades/changes to the Defense Travel System. Use the Defense Travel System to compile a senior level Traveler Status spreadsheet to be provided to the site manager and division chiefs listing site travel by commodity supported, travel destination, and trip duration, purpose of visit, and customers supported Coordinate with budget team to apply accounting classification codes and reconciliation procedures to ensure travel obligations and expenditures are within funding limitations of approved lines of accounting. Maintain accurate, error-free, up-to-date accounting information. Utilize DTS to generate a Pending Airline Cancellation Report Process error-free records for approximately thirty (30) senior level employees including the management personnel, inputting labor tally information into the system and organizing and maintaining labor certification documentation per requirements. Provide clear, concise written communication to the senior management workforce requesting labor tally submissions and informing employees regarding matters related to entries and concurrence. Ensures all tallies are concurred and certified correctly and on time. Maintains all required documents in accordance with facility policies. Review team mate labor tally documentation for accuracy Utilize existing customer provided Tasker Tracking System or similar tracking system to input taskers assigned to personnel from management. Coordinate with management to reserve meetings rooms, send meeting invitations, operate computer or VTC equipment for meetings, and capture key meeting notes or actions. Draft basic informational correspondence such as office memoranda, town hall briefing charts or informational charts. Required Experience Knowledge and Experience with the Defense Travel System. Experience and Knowledge with facility systems. Experience as a Defense Travel Administrator.. Knowledge and Experience with Armyâ€™s ATAAPS (Automated Time Attendance and Production System. Minimum of two (2) yearsâ€™ documented experience as a Government organizationâ€™s authority on travel matters, including extensive knowledge of the Defense Travel System (DTS) and travel regulations and policies, and experience processing authorizations, vouchers and resolving complex travel issues in DTS. Minimum two (2) yearsâ€™ documented experience serving as a subject matter expert in inputting labor tallies into Government systems, with documented experience inputting, verifying, and recording a Government organizationâ€™s labor tallies in ATAAPS. Minimum of two (2) yearsâ€™ documented experience performing basic secretarial and administrative functions for an office or organization. Minimum of two (2) yearsâ€™ documented experience in the use of web-based software applications and tools for data entry, information look-up, and data collection in support of an organization and its members. Possess documented intermediate computer skills that allow for efficient use of Microsoft Windows, Microsoft Outlook, all programs in the Microsoft Office Suite, Defense Travel System, and Automated Time Attendance and Production System (ATAAPS). The incumbent MUST be proficient in the use of these and require no training in these programs. Possess strong communication and customer support skills that will allow for effective and efficient verbal and written communications.
