Texas faces $15 billion in budget cuts over the next two years, according to a new agreement by legislative leaders. The cuts are far less than the $31 billion proposed in a January, but will require an $11.3 billion reduction in the Health and Human Services budget and large cuts in education budgets. The agreement relies entirely on cuts to close a budget gap, rather than increasing taxes or drawing from the state’s large rainy day fund. Opponents are critical of the cuts-only approach and believe that the education budget will be inadequate for expected growth in student numbers.
