State auditors are criticizing the Iowa Industrial New Jobs Training Program, saying it has failed its job-creation goals.
The program has used $38.5 million in incentives to lure firms to Iowa and to create jobs. The auditors say that many recipient companies either shut down, declared bankruptcy, or failed to meet their job creation goals, which totaled 15,00 new jobs across the program.
The audit blamed the failures on the community colleges that administer the program.
