Under an agreement between the Vermont State Employees Association and the union, the employees will be able to take voluntary unpaid time off. This agreement covers 5,438 non-management and appointed state employees but excludes supervisors, corrections or state police. This agreement was made with an anticipation of saving money without compelling pay cuts or layoffs.
